Certificate of Competency without SOR

Hi,

I would appreciate some guidance please.

I have a situation where a training provider issues a "certificate of competency" to learners without a SOR from the relevant SETA.

I have confronted both the provider and contacted the SETA concerned. The attitude displayed of the training provider is "this is a training provider certificate... so whats the problem".

I am looking for where I can find regulations or laws etc. where it states this practice is illegal. I am battling to find this...

Can anyone advise help?

The HWSETA is the SETA concerned in this case and I am not coming right with getting much assistance on the matter. Any advice?
