Can a Moderator Assess or Train the same learners

1.   SAQA states that you cannot Moderate your own Assessments (be the same person).
(We actually tried to get hold of the policy where it states this, but could not find the link at the time of this post.)

2.   Many people argue that a Moderator cannot be the Trainer/Facilitator also (be the same person).
According to our knowledge the SAQA policy clearly say that a “Moderator cannot moderate his/her own assessment”. Some argue that the trainer is doing formative assessments in the classroom  with the learner, thus he is doing an assessment. So now they claim that the Moderator cannot be the trainer for the same learner.

To answer this, we looked at the definition of Formative and Summative assessments.
OBET (Outcomes Based Education and Training) makes use of formative and summative assessments.
    -Formative assessment refers to assessment that takes place during the process of learning and teaching.
    -Summative assessment is assessment for making a judgement about achievement. This is carried out when a learner is ready to be assessed at the end of a programme of learning.

Compare the two forms of assessment:

FORMATIVE ASSESSMENT
• Designed to support the teaching and learning process
• Assists in the planning future learning
• Diagnoses the learner’s strength and weaknesses
• Provides feedback to the learner on his/her progress
• Helps to make decisions on the readiness of learners to do a summative assessment ****** NOTE
• Is developmental in nature
• Credits/certificates are not awarded ********* NOTE
•  The Facilitators feedback (not assessment) during the formative assessments do not carry any weight in the Assessment Process. It's barely a process to ensure the readiness of the learner for the Assessment Process. *******NOTE

SUMMATIVE ASSESSMENT

• At the end of a learning programme (qualification, unit standard, or part qualification)
• To determine whether the learner is competent or not yet competent
• In knowledge and inputs-based systems, this usually occurs after a specified period of study, e.g. one year
• In OBET, learner-readiness determines when assessments will take place
• Is carried out when the assessor and the learner agree that the learner is ready for assessment *******NOTE
• All formative activities/assessments completed in the class is presented to the Qualified Assessor that will assess these activities as part of his JOB and the Assessment Process. *******NOTE


From the statements above the following is clear.
1.   Formative assessment is part of a preparation process, not an actual assessment process.
2.   You cannot award credits/competency certificates on formative assessments. It’s completed by a facilitator, not an assessor as required by the SAQA policy.
3.   Formative assessments is part of a process of preparation of the learner for assessment. You cannot use the facilitators comments as part of your assessment decision. It a recommendation on the readiness of the learner before the assessment process start. The assessor will have to re-assess the formative activities and make his own findings.
4.   Summative assessment is a process where a qualified assessor look at all the evidence, (even the formative evidence provided) and make his own decision. He can look at the recommendation of the facilitator, but he must make his own decision.
5.     The only way this rule can be applied, (as additional ETQA requirements allowed as per the SAQA POLICY, where a SETA can add-on to any policy) is if a SETA mention in their Moderation Policy that a Facilitator cannot be the same person. No SETA can implement this rule if they do not officially include this in their policy.

Thus, according to us, can a Moderator and the Trainer be the same person.
It’s fair, valid, reliable and practicable manner because an independent person assessed the learner. The Moderator only confirm the assessment process was following and the outcome is correct.
